Players take turns acting as Sheriff while everyone else tries to bring goods into Nottingham. Merchants load their bags in secret and declare what they are carrying. The Sheriff can let them through or inspect them, creating a contest of truthful declarations, concealed contraband and negotiated payments.
This is the original three-to-five-player game in your collection, not the later six-player edition. The declaration must give the true number of cards, even when the claimed type of goods is a bluff.
